According to new Policy of SEBON in 2019, you can apply more more right shares than your designated right shares. Previously, the unsold right shares where auctioned in the market. This was profitable for the company as only the highest bidder got the shares, but now the existing share holders get priority of the auction.

No, you cannot. To invest in Nepali Stock market, demat account is mandatory now. You need Demat account for both Primary and Secondary market. In the past, you could hold your shares in a physical form as a share certificate. But now you need Demat account, and all your shares are held in electronic format.

Meroshare automatically fills the right shares, can I apply for more right shares in Meroshare. Or is there any other way to apply more right shares?

Yes, you can cancel IPO application in Meroshare. While Meroshare doesn't directly give you option to cancel IPO application, you can do a workaround to have you IPO application fail, so technically it's not cancelled but it will just fail.
You can edit your IPO application and set the number of shares you are buying such that the total cost of application is more than the amount you have in your Bank Account, so during verification as bank end, your application will not go through and it will fail. So this can somewhat be though of as cancelling IPO application via Meroshare. 😄

I accidentally applied for IPO of SBL Debenture, I don't want it to go through and I want to cancel the Application. I searched Meroshare and I couldn't find any option to cancel IPO Application in Meroshare, is there any way I can cancel the IPO application in Meroshare?
